Borough of Coudersport – Levee System

CES was consulted to perform the levee certification for the Borough of Coudersport located in Potter County, PA. During the certification process, CES gathered existing data on the Levee system, surveyed as-builts and established datum control. CES then performed visual inspections of the levee system that included the earthen Levee sections, concrete weirs, stilling basins, concrete channel and storm closure structures. CES then molded the entire levee protection system in HEC-RAS to determine the 100-yr and 500-yr flood elevations and velocities. During this process, CES determined that the two sections of the earthen levees did not meet the required three-foot freeboard requirements. CES also determined a section of earthen levee needed to be revised to meet erosion protection. CES assisted in the Borough to acquire grants to improve their levee system to meet the current FEMA requirements. CES developed permitting plans, obtained permits, developed construction documents and specifications. CES then provided bidding and construction administration for the improvement projects.
